The Veterans Benefits Improvement Act of 2008 allows veterans to refinance non-VA mortgages into a VA loan for up to 100% of the property value, potentially reducing monthly payments. If you own a house and have fully paid off the loan or refinanced it to a non-VA loan, you can qualify for another VA loan with your complete entitlement guarantee. If the loan is not paid off or refinanced, you can still utilize a partial entitlement, providing a limited guarantee.
